Juvenile crime laws to be reviewed to prevent repeat offenders

KUALA LUMPUR: Certain laws involving juveniles may be re-evaluated to prevent young offenders from breaking the law again, the Deputy Prime Minister said.

“We cannot only punish without educating,” Datuk Seri Dr Ahmad Zahid Hamidi said after opening the Crime Prevention Education Convention at Menara Kembar Bank Rakyat here yesterday.

“There are various laws used for juvenile cases. And some of those laws have to be studied again,” said Dr Ahmad Zahid, who is also Home Minister. He said the approach used by the Henry Gurney School had shown results.

“The curriculum in Henry Gurney seems to be the most effective, So, prisons are like a school teaching crime to them,” he added.

It was reported last year that there were about 640 students currently undergoing rehabilitation programmes in eight prisons and four Henry Gurney reform schools.

KUALA LUMPUR: Pertubuhan Pertolongan Wanita (WAO) mengulangi gesaannya supaya rogol dalam perkahwinan dianggap sebagai jenayah, sempena wanita di seluruh dunia meraikan Hari Wanita Antarabangsa hari ini.

Dalam laporan kajian kesnya bertajuk “Perspektif terhadap Keganasan Rumah Tangga” yang dikeluarkan hari ini, NGO itu berkata rogol – sama ada ia berlaku dalam perkahwinan atau tidak – adalah jenayah di bawah standard antarabangsa.

Tetapi di Malaysia, Seksyen 375 Kanun Keseksaan menyatakan hubungan seks tanpa rela tidak dianggap sebagai jenayah apabila ia berlaku antara pasangan berkahwin.

“Rogol dalam perkahwinan dikenali dalam Konvensyen Mengenai Penyingkiran Semua Bentuk Diskriminasi Terhadap Wanita (Cedaw) Jawatankuasa Cadangan Umum 19, yang menyatakan ‘Dalam kalangan hubungan keluarga, wanita semua peringkat umur tertakluk kepada semua bentuk keganasan, termasuk pukul, rogol dan serangan seksual lain’.”

Laporan itu menyatakan jawatankuasa PBB Cedaw meminta Putrajaya menjadikan rogol dalam perkahwinan sebagai jenayah sejak 2006.

“Kami mendesak kerajaan dengan segera meminda bahasa dalam Seksyen 375 Kanun Keseksaan dan berhenti membenarkan amalan rogol dalam perkahwinan,” menurut laporan itu. Read more

Bulgarian duo escape gallows for drug trafficking

bars and handPUTRAJAYA, May 27 ― Two Bulgarian men escaped the gallows after the Court of Appeal, here, today reduced their drug trafficking charges to drug possession.

A three-member panel chaired by Justice Datuk Wira Mohtarudin Baki, allowed the appeal brought by Ivan Kirov Kostov and Georgi Dinev Bakalov to set aside their convictions and death sentences for trafficking in methamphetamine.

Justice Mohtarudin said the court found that the duo’s appeal had merit.

He said the presumption of trafficking had been rebutted on the balance of probability and the court found enough evidence in the case to invoke Section 37(d) of the Dangerous Drugs Act 1952 that they were in possession of the drug and not trafficking. Read more
